This position is located in the Office of the Executive Secretary (OES). The Chief of Staff reports to the Executive Secretary.


Responsibilities:

Within delegated authority and the overall supervision of the Executive Secretary, the Chief of Staff will be responsible for the following.


  • Provides advice and support to the Executive Secretary and Deputy Executive Secretary in discharging their strategic leadership functions in the programmatic and managerial areas.
  • Provides policy guidance to the Executive Secretary and Deputy Executive Secretary, on conceptual strategy development and management of the implementation of overall strategies and intra and interdivisional/departmental policies and procedures.
  • Coordinates the work carried out by the OES. Liaises with Directors of Division of the Commission to ensure an efficient and timely twoway flow of information between them and the OES. Liaises with Departments at HQs, Regional Commissions, Funds and Programmes and Specialized Agencies to ensure coordination. Liaises with offices of highlevel government officials from within and outside the Region in a wide array of issues, including highly sensitive matters.
  • Plans and oversees the preparation of meetings and official missions of the Executive Secretary and Deputy Executive Secretary, including designing their agendas, logístical arrangements, and inputs.
  • Provides programmatic and substantive reviews of drafts prepared by members of the OES and clears the final drafts of the Executive Secretary and Deputy Executive Secretary of speeches, statements, talking points, presentations, reports, internal communications, circulars and all official correspondence
  • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
  • Ensures that the outputs produced by Divisions and OES maintain highquality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by Divisions and OES under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Prepares inputs for the work programme of the OES, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
  • Recruits staff for Unit/Section taking due account geographical and gender balance and other institutional values.
  • Manages, guides, develops, and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the OSE and across organizational boundaries.
  • Represents the Organization at interagency meetings, intergovernment meetings and seminars, etc. on substantiverelated issues.
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on key issues and holds programmatic/substantive and organizational discussions with representatives of other institutions.
