The Project Manager is responsible for coordinating NOIRLab programs and projects.

NOIRLab is a matrixed organization, and the Project Manager coordinates programs and/or projects on behalf of one or more Program Directorates and/or Services as determined by NORILab priorities and availability of funding.

This Project Manager position will be primarily focused on coordinating NOIRLab cross-cutting projects:

  • Central Operations Services (COS) facilities, infrastructure and/or construction related projects
  • Carryforward funded projects
  • Sustainability projects
  • Dark Skies Protection and Satellite Constellation mitigation related projects. This position may also be reassigned to various other projects or programs
The Project Manager will also be expected to partner closely with the NOIRLab Center of Excellence (CoE).

CoE is an area of the NOIRLab PMO which specializes in providing project management services as well as project management standards, methods, processes, tools, knowledge management, assurance and training throughout NOIRLab.


This position will administratively report to the Head of PMO and will be a member of a wider community of NOIRLab Project Managers.

The position will be on-site in either Tucson, AZ or La Serena, Chile and eligible for hybrid work arrangements.


Essential Functions:

Project Management

  • Manage projects from planning to closing.
  • Ensure that all projects are delivered ontime, within scope and within budget.
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Coordinate and ensure labor resource availability and allocation.
  • Develop a detailed project plan to monitor and track progress.
  • Manage changes to the project scope, project schedule and project costs using appropriate verification techniques, report and escalate to management as needed.
  • Meet with suppliers to take detailed ordering briefs and clarify specific requirements of each project.
  • Measure project performance using appropriate tools and techniques.
  • Perform risk management on a regular basis to minimize potential impacts using the inhouse tool available.
  • Create and maintain comprehensive project documentation and regular progress reporting following the NOIRLab standards.
  • Provide project status reporting following NOIRLab portfolio management procedures.
Program Management

  • Assure one or more project outcomes and benefits are aligned with overall program goals and strategy.
  • Provide program status reporting following NOIRLab portfolio management procedures
  • Ensure the quality of information provided to the monthly and quarterly milestone reporting processes, and project Dashboard/ Balanced Scorecard reporting processes.
  • Lead change as a Program or set of related initiatives
  • Help envision and communicate the Program vision or future state and desired added value
  • Manage Program level benefits and threats
  • Establish, Manage and Maintain the relationship with the partners, suppliers, Project and Program sponsors and all other internal or external stakeholders.
  • Perform risk management on a regular basis to minimize program risks using the inhouse tool available.
  • Create and maintain comprehensive program documentation and regular progress reporting following the NOIRLab standards.
  • Track projects performance, specifically to analyze the successful completion of short and longterm goals.
  • Meet budgetary objectives and make adjustments to project constraints based on financial analysis.
  • Develop comprehensive program plans to be shared with clients as well as other staff members.
  • Partner closely with other PMO staff, Leaders and managers across NOIRLab and AURA Corporate/Central Administration Services (CAS) on high priority projects and PMO activities.
Standards, Training, Assurance support

  • Support PMO / Center of Excellence (CoE) activities to mature NOIRLabwide project management standards, methods, processes, tools, knowledge management, assurance and training

This may include:

  • Maintenance of Project Management Handbook and Project Templates
  • Assist in onboarding and training of new and existing project managers within NOIRLab
  • As needed, providing specialist & assurance support and interventions for large complex development projects
  • Attend conferences and training as required to maintain personal project/program management proficiency.

Other Functions:


  • All AURA employees are responsible for the proper management and control of all AURA property within their work area, whether assigned to them or someone else. This responsibility includes reporting any known missing, stolen, or nonworking property in their work area to their supervisor or the AURA Property Officer.
  • Responsible for ensuring compliance with government award terms and conditions assigned to this position or subordinates of this position as defined in the Vela Award Management system.
